			<content:encoded><![CDATA[<p>When speaking about liability, many seem to forget the initial meaning of the word, which would let them understand better anything that has to do with &#8220;liability&#8221; in this country. &#8220;Liability&#8221; means that &#8220;there&#8217;s a possibility&#8221; if used in broader terms. In legal glossary, liability tends to be associated with words &#8220;owing&#8221; and &#8220;responsibility&#8221; meaning that a person or entity is forced to hold responsibility for certain actions with respect to the legal framework of the state or federal level. The same meaning spreads to the field of insurance too.</p>
<p>In most cases, such a responsibility has a financial form when a condition or a situation putting the law at work takes place. This is because laws are designed to regulate the lives of all citizens, harmonizing all relations between them and assuring that any injustice is addressed properly.</p>
<p>In most US states and countries over the world, drivers are legally required to carry insurance policies when operating most types of vehicles, which of course includes cars as well. And as there are many conditions for the driver to be responsible for certain damage or injury on the road, all insurance policies include a &#8220;liability&#8221; section, which is triggered in situations of being at fault during a traffic accident.</p>
<p>When a traffic accident takes place, someone is the victim and someone is at fault. Who&#8217;s who is determined by the police basing upon the facts provided by both parties, witnesses and location observations. All parties involved in the accident should have auto insurance in order to drive a car legally. And the one who is determined to be at fault is automatically liable for the damages caused by his or her actions on the road. The reality is that banks and credit card companies have suddenly taken to increasing interest rates and reducing the credit limits on existing lending facilities. According to the figures, nearly half the US banks reduced the limits on credit cards in the last quarter of 2008. The results of all this are easy to see. Whether you are a good or bad borrower, your credit score is dropping. If the amount of credit is reduced, you are closer to your limit. This makes you look like a bad risk and the score falls. This would be true if you were recklessly increasing your borrowing, always close to the maximum allowed. But there is something seriously wrong with the formula for calculating the score when the customer has done nothing wrong. It&#8217;s hurting the good customers more than the bad because there is serious collateral damage.</p>
<p>If credit scores were only used by banks for internal purposes, customers might weather the storm. But employers, landlords and, most importantly, insurance companies also use the scores to decide who is a responsible and reliable member of the community. According to the Society for Human Resource Management, half the nation&#8217;s employers routinely use credit scores when recruiting. The majority of insurance companies use scores when setting premiums for driving on the road. For some reason these companies have never been able to explain, they believe that people who have poor credit scores cannot drive safely on the roads. This is odd. If people cannot afford to replace their vehicles, they probably drive more carefully to reduce the risk of an accident.</p>
<p>California, Massachusetts and Hawaii already have laws banning the use of credit scores for <a href="http://www.findyourautoinsurance.com/">auto insurance</a> purposes. A number of other states are proposing legislation to limit or outlaw the practice. As an aside, Maryland has a ban in place for home insurance purposes. In addition to its general unfairness, the use of credit scores is also potentially discriminatory. The problem is that people who have low incomes tend to have low scores. This concentrates poor scores among some minority groups. Civil rights campaigners suggest that African American and Latino drivers with low credit scores face unlawful discrimination on the basis of race or ethnicity. Naturally, the <a href="http://www.findyourautoinsurance.com/credit-scores-and-insurance-premiums.html">auto insurance</a> companies deny this but, citing commercial confidentiality, refuse to produce any detailed data that would allow the issue to be settled one way or the other. As a result, the poor and disadvantaged are left with the feeling they are being victimised. What is interesting in all this is that insurers continue to be profitable in the three states where credit score use is banned, suggesting that the continuation of the practice is based on convenience. A computer can take data, apply a formula and produce a premium. If human beings had to look at files and make decisions, this would be more expensive and eat into profits.</p>

It&#8217;s tempting to think of trading in the guzzler and buying a hybrid. A Toyota Prius, for example, will give you not less than 45 miles per gallon &#8211; drive it carefully and you&#8217;ll do a lot better.</p>
<p>Better still some of the hybrids qualify for a federal tax incentive. The government may talk big about drilling for oil but encouraging people to buy fuel-efficient cars is really good first step to reducing America&#8217;s dependence of foreign oil. Check out your own state. When you add up the savings on gas and in taxes and charges, a hybrid can look a good deal. <a href="http://www.allstatescarinsurance.com/car-doctors-get-a-second-opinion.html">Auto insurance</a> dealers are encouraging the trend with discounts of up to 10%, although the actual discount depends on the type of hybrid you buy. As with all auto insurance, you need to shop around and get as many online quotes as possible before buying.</p>
<p>But before you begin looking round the showrooms, take a deep breath. That Hummer is losing its value fast. The secondhand market has collapsed because only a very few buyers want to take on those gas costs. You&#8217;ll get only a fraction of its value if you trade it in now. So that new hybrid suddenly got a lot more expensive. You&#8217;ll need a much bigger loan which may be difficult to get at a good rate of interest because of the credit crunch. Once you add in the loss of capital tied up in your Hummer and the increase in borrowing costs, your payback period just got so much longer.</p>
<p>What about payback period? If you&#8217;re buying to make a saving, this is the time it takes for you to realize the saving. In this case, you are probably better holding on to the Hummer. The premiums will fall because the replacement costs are lower on a comprehensive policy. Traffic accidents are less dangerous in something built like a Sherman Tank. Some of the smaller hybrids crumple up in an accident. So don&#8217;t despair on the <a href="http://www.allstatescarinsurance.com/">auto insurance</a> front. It really may made better economic sense to keep the guzzler than change to a hybrid.</p>

Now, we have trains that ride on a magnetic field, jet aircraft and hybrid cars. The idea of a hybrid is quite fascinating. As a gardner, to be able to take two different species and create something new with the best qualities of both. As a technologist, to be able to take a conventional internal combustion engine and combine it with electric motors. It&#8217;s like a marriage. When the two components work well together, they are strong. If there&#8217;s disharmony, breakdown follows close behind.</p>
<p>So what&#8217;s driving this hybrid technology? The main reason is fuel economy. Gas prices have been rising fast with the $4 gallon reached and passed. Although some prefer to play around with biofuels to keep conventional engines running on greener fuel, the better strategy looks to use less fuel. It&#8217;s now not uncommon for hybrid vehicles to achieve 50 mpg &#8211; a big improvement on the SUVs and Hummers. The retail prices have been quite high as the first of these new cars rolled out on to the public roads so, to encourage the switch to this more eco-friendly technology, there have been various federal and state tax incentives. Some states have been giving priority in the use of parking spaces or reductions in tolls.
